We plan to port above 2 lib to core repo
Since their original file structure under universe repo is under universe/autoware.universe/planning/behavior_velocity_planner/ ，our idea is create a same file structure -- core/autoware.core/planning/behavior_velocity_planner， and place autoware_behavior_velocity_planner_common & autoware_behavior_velocity_stop_line_module there
