Porting autoware_behavior_velocity_planner_common、autoware_behavior_velocity_stop_line_module to autoware.core

Purpose

Porting autoware_behavior_velocity_planner_common、autoware_behavior_velocity_stop_line_module to autoware.core

Possible approaches

Fix bugs if detected.

Definition of done

  • autoware_behavior_velocity_planner_common to autoware.core
  • autoware_behavior_velocity_stop_line_module to autoware.core
    • autoware_route_handler to autoware.core

Good afternoon, mits san @mitsudome-r

We plan to port above 2 lib to core repo
Since their original file structure under universe repo is under universe/autoware.universe/planning/behavior_velocity_planner/ ,our idea is create a same file structure -- core/autoware.core/planning/behavior_velocity_planner, and place autoware_behavior_velocity_planner_common & autoware_behavior_velocity_stop_line_module there

is this solution ok to you?
