Can you rebase this to develop or merge develop into this branch? Running into "There was a problem proxying the request" and unsure if it's due to some incompatibility between the branches or not. |

The Playwright tests aren't passing for some reason -- Vite appears to not work with it?

Feature Vite
Description
This PR migrates the project from react-scripts to Vite, as react-scripts is now deprecated.
Expected Behaviour
The portal should function as before, with improved build performance and faster development reloads.
