feat(cc-widgets): added agent outdial feature

This pull request addresses

• Implementation for the Agent Outdial Feature.

by making the following changes

• Added Implementation for the Outdial Feature by consuming startOutdial public API from CC SDK.
• Added a separate folder inside the task folder which has presentational, css and index.ts file and also updated helper.ts file.
• Added UI changes on React App and as well as on Web Component.
