@guybedford summary/conclusion on Import Sync discussion, request for Stage 1?

• Presented a number of use cases where synchronous access to modules and their execution could be valuable
• While there were some reservations over exact semantics, there was overall interest from the committee in exploring the problem space under a Stage 1 process
• Stage 1 was requested and obtained
