Updating note entry on authentication-config.md page to include information regarding external authentication configuration and the resource access scope of the relative local Rancher admin user. This comment provides some context as well, and this applies to all external auth providers. I updated where applicable across versions and translations.

once an auth provider is configured, the local admin wont be able to see users/groups etc. from the provider
