Update core package requirements, to allow GitHub CIs to pass #15

Description

GitHub CIs are failing for #13 because the requirements.txt file doesn't have the dependencies needed to run the tests (such as numpy). This change updates requirements.txt, so that on the next rebase, the CI's for #13 will pass.
