Add properties to EXOReportSubmissionPolicy

This PR adds the ReportChatMessageEnabled and ReportChatMessageToCustomizedAddressEnabled properties to EXOReportSubmissionPolicy

Please provide a minimum of TBD as the description for the parameters in the .scema.json for the unit tests to succeed. I understand that the official documentation doesn't even provide a description for them.
