Switch to using 'v2_build32' setup-msys2 branch.

The 'upstream' 32-bit installer finally got too old to validate elieux's
signatures.  Rather than add back a hack to update the keyring, just
switch to use the build32 installer which is up-to-date, since
'upstream' is done with 32-bit.
