Adds a feature to rebuild the job on the same node when user clicks 'Rebuild'

Added the new checkbox in the configuration that allows to perform rebuild on the same node when rebuild without asking for parameters is enabled. See the following screenshot:

I suppose the plugin maintainers are not that active. IIRC @hagzag was requesting ownership transfer for another plugin a while ago. Regarding this plugin, anyone can claim ownership according to Jenkins project rules (start a thread in the Devi list and cc plugin maintainers, after 2 weeks without a response of maintainer we will transfer the ownership)
