Removes Jacoco plugin from BOM

Jacoco plugin is deprecated. We need to remove it from the BOM envelope.
Closes #4433.

Testing done

I couldn't run local-test.sh because these days, my internet access is...not great.
What would be very interesting is to have the execution of pipeline-maven PCT.
