Urubino Beta 8 (Chime)

Dropped QTI PowerHAL in favour of AOSP's libperfmgr.
A bit of kernel power consumption optimizations for kernel.
Increased earpiece speaker volume.
Pinned some other libs so RAM comsumption may be increased but since system has less load fetching stuff things should be zippier and power effecient.

The new powerhint.json is a little crusty because it's so new, please cleanflash and report any bugs you face regarding this new implementation.

Urubino Beta 7

Turned off F2FS Compression for now
Reduced reserved partition spaces to squeeze out more usable storage
Removed an unnecessary driver and some related commits to debug some deep sleep issues.
