  • Search libraries with explicit prefix and suffix.
  • Add mkl_sycl_blas and mkl_sycl_lapack.

Failed UT is not caused by this PR.
@xytintel Please cherry-pick this PR to release branch for #1311. Otherwise Windows CI may be failed due to incorrect linkage.
