Combined the Dependabot PRs so k8s.io is all on 0.20.0.

Looks like apiserver-builder-alpha will need to be upgraded to support 0.20 before this will pass.

A newer version of k8s.io/apiserver exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.
