This adds the Avgi as t1 since they weren’t added.

It is worth noting, based on a recent conversation from Swizzle 6, that the Drak are only unbalanced because of the Quarg. The Quarg stats were used as a baseline for the Heliarch; the Pug; the Drak. Now that the Quarg have been revamped, we might need to look at the Drak and Heliarchy again. The Arfecta is already in the process of being updated: endless-sky/endless-sky#11113
It's also worth noting that Hecter said the above, and the comment was met with a lot of agreement.
So I think that:

• the changes in this PR are (now) entirely correct based on game stats and
• it's unlikely to stay this way - having indestructible ships orders of magnitude more powerful than anything else in the game isn't great for balance
• given what the Archons are supposed to be, they may not be changed much, but now that we've properly defined T3 the question becomes whether we want to make the Drak be T4 or change lore

I think putting the Avgi in T1 with Humans would be a better description of their stats.
