Initial beta builds of Simplicity SDK 2024.12.1

• Software flow control ha been disabled on all devices that use it, as it is broken in 2024.12.x builds. So SLZB-06M, SLZB-06Mg24 and ZBdongle-E etc are instead configured with flow control completely disabled.
