refactor: add plugin configuration to pyproject

Description

This PR adds a new plugin configuration to the pyproject.toml file to help indicate that poetry-dynamic-versioning is required. This is new as of Poetry >= 2.0 and will require a related change to our linting checks within pre-commit (for poetry), and so we should merge this after #507 . Generally I feel that this is a positive change as it make the dependency on poetry-dynamic-versioning more explicit and could allow for plugins to be more easily adapted in the future.
