Implements a celery task for spam checking with akismet when new issues are created. Fixes #360
Our background task requires a new action method issue_comment_show, which is added here. DB events have been moved out of the plugin (but imported so that they are registered).
When sending the spam check, sometimes the user_ip and user_agent are useful, so we send those as well.
