Oh I found a mistake Flutter docker image currently target Android api 34. We need Android 35 😢

Merging this will create the 3.27.4 image, but 3.29.0 will still be missing

@fkorotkov, Can you please approve this PR to tag the 3.27.4 release? After that we can update to 3.29.0 to get that release tag.

Flutter 3.29 is now available as an image. I guess that in order to trigger the push of a previous version, it would need to be done in a separate branch without the following if block.

The Android 35 image is also available in case that's necessary for 3.27.4
