fix(deploy-docs): fix version for plantuml-markdown #335

Description

This will fix version for plantuml-markdown package installed through pip.
The latest version is 3.11.0, but it fails with the new PRs: https://github.com/autowarefoundation/autoware-documentation/actions/runs/13175923845/job/36775082449?pr=644

This specifies the version for plantuml-markdown to use the older version 3.10.4 which was working before.
