Fixed typo in header for Governance

Description

While attempting to point a new contributor to best practices I realized there was a small typo in the readme. I don't think a corresponding ticket is necessary for this change given how minor it is and not actually affecting the codebase itself.

Ignore if these details are present on the associated Apache Fineract JIRA ticket.
