Create Real Build

This pull request creates the code linting and testing CI build. Closes #10.
Key items are:

• Ensure's the Code CI build can be run on other branches for testing purposes.
• Breaks up the monolithic job from the first attempt into Typing and Linting Checks, Test and Coverage, and Coverage reports.
• The summary items reported are number of unit tests and total code coverage across all three operating systems (99.92% 🤯)
• All tests and coverage is run on Windows, macOS, and Linux.
• Updates to the README to add badges and acknowledgement of Ned Batchelder.
• Sadly, figured out you can't have reusable workflows because runs-on can't be parameterized.
