Add Blockchain Developer Bootcamp, update dependencies

This PR sees a pretty major overhaul of some things.

Adds the entirety of the content from the Developer Bootcamp under Courses
This required significant sanitization and modernization of the Markdown in order to be able to compile in a JSX / MDX context
updating of packages, not sure if that's merged elsewhere
updating the config file and sidebars files
