목적: 아래 이미지 속 버그를 고친다

아래 중 한 가지 방법을 구현한다.

빅챗 참가자 모집글이 작성되는 타이밍과 스프레드시트가 완성되는 타이밍을 동일하게 맞춘다. (→ BigChat 모집 메시지 작성 방식 모달을 활용한 생성으로 변경 #77)
스프레드 시트가 작성되는 동안 참가 요청들을 홀드한다 (파이썬이 싱글스레드니까 어떻게든 되지 않을까 하는 나이브한 발상임)
재시도를 권장하는 메시지를 제공한다 (only visible to you 메시지로 안나가 답장해주는 형태를 예상함)
