i dont know how to use it ;/ i have error is not a valid add-on repository. clone via terminal works but i cant see repo in my ha

This is just a plain Docker container, so no real integration into HA. It just makes an m3u available that you can use as a target when you make a media_player.play service call in HA. If you are able to make it run, then you can pipe the NOAA audio to whichever speakers you have available in HA.
