changelog defunct and useless repetitive builds (same hash)

Is there any official changelog?
https://github.com/xiph/rav1e/blob/master/CHANGELOG.md is defunct. And I would like to update it.

Also why does this project do weekly builds via github actions if there hasn't been any change on the master branch for 2 months? that's useless and creates many builds of the same hash.
