A discord command that creates a discussion from the thread

Hopping over to GitHub is too hard for me, I am but a simpleton.

In my ideal world, I'd like an AI version of Steve to respond to a command in a thread, summarise the messages above with ChatGPT and then create a discussion on my behalf, linking to the thread.

I'd take a command that just created one for me based on a couple of parameters as an MVP.
