Add savefailures type option?

WCSim has a run option for the trigger to save to the output file either:

1. Just digits that pass the trigger
2. Just digits that fail the trigger
3. Both

I'm presuming no one actually needs to use this now, since the input to ToolApplication (i.e. WCSim run with NoTrigger) saves all the digits. But lets keep this open for a while just in case anyone actually requires point 2.
