[Bug]: BGP remains UP even when egress and ingress disable is set to TRUE on LAG member ports

Description

This is a feature gap and will lead to the failure of test case, test_lag_member_forwarding_packets.

Issue Details

The failure pattern would be like belowing.
Failed: BGP is still enable on lag disable member for neighbor {}

Impact or Proposed Behavior

Will xfail this failure for BRCM platform for 202405 and 202411 and re-enable after the fix is in place with 13.x SDK
