Update the openssh-server version to match the newly released version on the debian mirror. https://security.debian.org/pool/updates/main/o/openssh/ <!-- Please make sure you've read and understood our contributing guidelines: https://github.com/Azure/SONiC/blob/gh-pages/CONTRIBUTING.md ** Make sure all your commits include a signature generated with `git commit -s` ** If this is a bug fix, make sure your description includes "fixes #xxxx", or "closes #xxxx" or "resolves #xxxx" Please provide the following information: --> #### Why I did it The previous version openssh_9.2p1-2+deb12u3 has been removed from https://security.debian.org/pool/updates/main/o/openssh/ and a new version openssh_9.2p1-2+deb12u5 is now present. The build will fail as it tries to fetch a non existent file. This change allows the build to pass by fetching the available file. This fixes issue sonic-net#21921 #### How I did it Update rules/openssh.mk to use the new file name deb12u5 #### How to verify it The build passes with fetching the new file. <!-- If PR needs to be backported, then the PR must be tested against the base branch and the earliest backport release branch and provide tested image version on these two branches. The sonic-buildimage build fails as the openssh config in rules/openssh.mk uses openssh_9.2p1-2+deb12u3
https://security.debian.org/pool/updates/main/o/openssh/ is now moved to use openssh_9.2p1-2+deb12u5
The fix is to update rules/openssh.mk to use deb12u5
