Site administrators should be able to add/remove images related to a tag. These images will be displayed on petition detail pages.

Create a FSCollection, TagsFS, that contains an uploaded image. TagsFS belong to a Tag. (0.25 hr)
Create an admin UI to create and destroy TagsFS. (2.0 hr)
Write privileged Meteor.methods to support the UI functionality. (1.0 hr)
Write privileged Meteor.methods to support the UI functionality. (0.5 hr)
Show a random TagsFS background image when viewing a petition detail page. (1.0 hr)

Total hours: 4.75
