For multi line comments, add option to split the <!-- and --> on separate lines

No problem with current usage other than it looks strange but may be desirable by some users.

Today, the formatter on multi line comments keeps the where it was located so example as

<!-- some comment
       ends here -->

The content around it is well formatted. It would be nice to allow option to break the lines there so that it looks like this.

<!--
      some comment
      ends here
-->

No alternatives, just an addition to the current processing

Additional context
This change may also make sense to introduce some formatting to it such that it could put the example into a single line if the line formatting so suggests. Today it does not.
