So, how to speciffy license in new mods?

I saw online some mods published under GPL. How this can be specified when submitting them into the repo?

Currently, you can specify it in the code comments or in the mod's description. The latest version of Windhawk also accepts the @license tag, but currently it just ignores it, and it's not documented. I plan on making more use of it in the future.

I don't know, IANAL. For me, it always felt enough to specify the following in the source code:

I can't see how it can be misinterpreted.

If you want to be pedantic, perhaps the right way to comply with the license definition is to copy the full license to the code in comments. That won't be pretty, but it can be done.

Yes, it's not documented and not formalized, the latest Windhawk version knows to ignore it, that's all there is to it right now.

For now, I think it's better to just specify it in the mod's description.

But can you make the checks on Github to ignore it as well?

I didn't think how to use this tag yet. For example, I might want to limit it to an SPDX 2.3 license expression (like in Cargo). For now, I prefer having it rejected.
