pg_tde stores key provider information in user catalogs. However, these catalogs cannot be accessed during recovery, rendering the information unavailable when needed. With the addition of WAL encrypting in the next-gen pg_tde, we need to remove the reliance on user catalogs and find an alternative storage mechanism to ensure reliable access to key provider information during recovery.
