Add a chart for creating a simulated load

Some users may want to test rancher logging at scale and work through some of the issues that come with that in a test environment. There should be a chart that allows users to spin up many log generators and set the frequency to create simulated load. This chart would not configure any parts of logging, only the log-generator.
