Install Ruby 2.0.0 from http://rubyinstaller.org/downloads
Download and extract ruby developer kit from http://rubyinstaller.org/downloads
Open ruby command prompt from start menu
Run devkitvars.bat from extracted developer kit in ruby command prompt

    gem install pact
    gem install ocra
    gem install json
    gem install ioconsole

Go to gem directory (on my machine C:\Rub200\lib\ruby\gems\2.0.0\gems\pact-1.3.3\bin\

    ocra pact
