[FEATURE] update fleshTenantSettings to only reroute with security plugin enabled

#1280 added a new function to assist with refresh the tenant settings. However, regardless if the security plugin installed or not it will re-route to the home plugin.

Likely will have little effects on total run time doing this but might be worth adding a check if security is enabled. Before re-routing.
