Steps to reproduce

On the github test workflow, some tests for CourseDownloadHelper exceed the time limit. In particular:

testPublisher_whenRefresh_ShouldSendValue
testPublisher_whenAsyncRefresh_ShouldSendValue
testPublisher_whenReceivedNotProgressEvent_ShouldSendValue
testEventPublisher_whenReceivedProgressEvent_ShouldSendEvent

Needs to find a new way to test
