Disallow edits to units in courses (including title change, children change) that are sourced from a library. In other words, #1634 (comment).

For simplicity and to reduce MVP scope, this could be done as a frontend-only story, in the Authoring MFE, and the backend APIs can still allow edits.

This should include tags - the tags that are copied from the library should be read-only, as they are for components.

If the upstream link is broken, allow edits.
