Is your feature request related to a problem? Please describe.
To further improve how we find bugs and test merged changes before they are released. We can consider releasing canary versions for early adopters to try out before consolidating the changes into a traditional tag.

Describe the solution you'd like
Automatically Release a canary version of the content of the master branch for all the lambda layers.
