contrib/intel/jenkins: Separate Builds by HW (Hardware)

Don't enable ze-dl by default
Remove relic builds like mpich and ucx and put them into new HW
specific directories.
Directories will be:
HW_Type:
        Libfabric
        Reg
        DBG
        DL
