When the 'dir' attribute of the text is set to 'rtl', the bullet are not aligned according to the 'rtl' #2948

Describe the bug
When we add bullet to a text that "dir="rtl"", the bullet is not set to rtl.

OWA and demo site is using "direction", and the direction of the bullet will be wet to rtl too.

But we(mac, ios and andriod) are using dir, and the bullet is not set to rtl.

Expected behavior
The direction of the bulltes and lists is also set to rtl when the 'dir' attribute of the text is set to 'rtl'.
