Feature Description

Create an source Environment which will be used by the following Challenges to migrate from.

The Environment should include

• Oracle DB
• Data Guard
• Deployment needs to be fully automated

We need to consider to deploy in different regions to avoid to run into the vcore limits for each team.
TODO: Make sure there is a parameter which allows us easily to deploy the env into different azure regions.
