Running Services should always be added in netmap #4

Even if they have no connection running services should be added in the netmap.

This avoids empty diagrams for connection-less hosts.

This also is a precondition for per-service details via backend live queries.

Partially implemented with e24340f (now added for live mode).

Todo: render Network inventory "Running Services" as nodes in the netmap. Once they are rendered in the graph drop "Running Services" from inventory table.
