Update maintainers based on activity since Jan 2024 (opensearch-project#13204)

We want to recognize the maintainership of @abbashus @setiah @adnapibar
and @ryanbogan in this project - I am moving them to Emeritus section of
our maintainers documentation.

We are trying to make sure that maintainers that are able to engaged in the
project are listed in the active section.  If any any time these
emeritus maintainers would like to take up their role again they just
need submit a pull request https://github.com/opensearch-project/.github/blob/main/RESPONSIBILITIES.md#inactivity
