The JasperReports Library is the world's most popular open source reporting engine. You can download the Khmer unicode JARs from https://www.sbbic.org/tag/download-khmer-unicode-fonts/
And in iReport Font install what you wanna use (check pdf-embedded), to pick the fonts and to export font-ext-khmer.jar into your build libs.
Please choose PDF-Encoding is "Identity-H", you can generate Khmer text now.
Apply the license Key from https://pages.itextpdf.com/iText-7-Free-Trial-Landing-Page-1.html
