Weekly test optimization

Currently the weekly fetch service tests are taking way too long to run due each database upsert being a transaction.

The task is to find a way to make this more efficient, ideally while still being able to rollback on failure.

Something we could end up doing is testing each helper function used in the weekly action separately so we don't end up inserting the entire week's menu during the test.
