  1. Provide admin access to deployr user on the machine except key access
  2. Update init script to install additional binaries: injectived, neutrond

All the devops scripts and reusable workflows have been moved to ibc-devops.
Changes pushed

All the deployment machine will be run as docker instance where the deployr user can get the admin access.
