Make recent txs endpoint cursor-based #2225

The explorer would like the recent txs endpoint to be cursor based, the same as the recent blocks endpoint, as it prevents issues when txs are added during pagination, avoiding duplicates or skipped items. This would support the explorer's redesign efforts, specifically regarding the redesign of the txs page (https://www.figma.com/design/gsgfw9WmMbETBEC4FbY2H9/Stacks-Explorer-%5BRedesign%5D?node-id=4954-36537&m=dev)
