When heroku command fails, it returns exit code 0

Feature. This has been reported as a bug for several heroku commands

What is the current behavior?

exit code 0 is returned regardless if there is an error

What is the expected behavior?

This should be available to all heroku commands and not just heroku run:

-x, --exit-code passthrough the exit code of the remote command

Please add the -x flag to all heroku CLI commands so the response code may be available to scripts that use the CLI
