Blackboard Ally alternative formats download for students does not appear in Grid #231

Describe the bug
It has been reported to us that Blackboard Ally alternative format downloads do not appear for students on Grid format courses. With editing turned on (i.e. teacher roles and above) both the accessibility scores and alternative formats can be seen, but when viewing an individual section as a student, these are absent.

To Reproduce
Steps to reproduce the behaviour:

  1. Go to a Grid format course
  2. Look for the the Blackboard Ally icons for accessibility scores and alt format downloads.
  3. See error

Expected behaviour
Students should be able to download alternative formats via Blackboard Ally from Grid format courses.

I'm unable to replicate locally due to (https://moodle.org/plugins/filter_ally):

as it seems just installing and turning on the filter is not enough.
